Bylaw 8-2024, adopted January 15, 2024 and retroactive to January 1, 2024, sets the pay, expense allowance and expense reimbursements of Ormstown's council. Bylaw 8-2024.1, adopted April 8, 2024, replaced the 2024 base pay first set: $36,000 a year for the mayor instead of $44,064, and $12,000 for the other members instead of $14,688.
The amounts on this page are those the two bylaws print for 2024. Article 12 provides for indexation every January 1 and for a review of council pay within 60 days after each general municipal election, taking effect the following January 1.
Bylaw 8-2024 replaces Bylaw 8-2023 on elected officials' pay. Its preamble says amendments to the Loi sur le traitement des élus municipaux, in effect since January 1, 2018, abolished certain limits on elected officials' pay, including those on a minimum remuneration, and made the municipality responsible for setting it. Article 13 repeals and replaces all earlier bylaws on elected officials' remuneration, expense allowance and expense reimbursement.
Timeline: notice of motion and draft tabled December 4, 2023; 21-day public notice required by law December 19, 2023; adopted January 15, 2024; public notice of adoption January 17, 2024; in force retroactively to January 1, 2024.
Bylaw 8-2024.1 replaces articles 4 and 6 of 8-2024 (art. 3, 4). Its article 2 says it “corrige une irrégularité quant au montant du traitement des élus municipaux” (corrects an irregularity concerning the amount of elected officials' pay). Timeline: notice of motion and draft tabled March 11, 2024; 21-day public notice required by law March 15, 2024; adopted April 8, 2024, unanimously by the members present, the mayor voting; public notice of adoption April 10, 2024; in force on adoption, retroactively to January 1, 2024. Both texts are signed by the mayor and by the assistant director general and assistant clerk (8-2024) or the interim director general and clerk (8-2024.1). The director general is responsible for applying both bylaws (art. 14; 8-2024.1 art. 5).
Bylaw 8-2024.1 changed only articles 4 and 6. Every other amount is as adopted in 8-2024. Base amounts are for 2024; later years are adjusted under article 12 (art. 4, 6). Base pay covers every regular or special council sitting, every working meeting held to prepare a public meeting, and any activity of the role the bylaw does not specifically provide for, including political activity. A caucus does not count as a preparatory meeting (art. 3).

The emergency payment compensates lost income. It applies only when a state of emergency is declared in the municipality under the Loi sur la sécurité civile after an event on its territory, and the member has to manage, coordinate or otherwise take part in the response. The member must give council satisfactory supporting documents for their hours; the municipality pays within 30 days of council's approval (art. 8).
Article 10 reimburses expenses separately. Car travel is covered for meetings outside the territory of Ormstown. Meals are reimbursed on documents supporting the activity or a declaration that the expense was made. The same costs can apply to authorized representation, training and congresses (art. 11).

Bylaw 8-2024.1 replaces articles 4 and 6 of 8-2024: base pay for 2024 is $36,000 for the mayor and $12,000 for each other member (8-2024.1 art. 3, 4). Other amounts are paid for committees, authorized meetings and the UMQ or FQM congress (art. 7, 11), and expenses are reimbursed under article 10. Pay is indexed every January 1 and reviewed after each general election (art. 12).
