Where Ormstown must publish its public notices: the town website and the board outside Town Hall

Bylaw 167-2025, in force since May 28, 2025, sets where legally required municipal notices must appear. Since June 1, 2026, under amending Bylaw 167.1-2026, the places it names are the municipal website and the exterior board at Town Hall; the post office board is no longer listed.

Bylaw 167.1-2026 restates all six articles of this bylaw. Article 4 lists different places (see “What changed in 2026”); the other five articles have the same wording, apart from capitals and punctuation. Article numbers below are the same in both texts.

Key takeaway

Why this bylaw exists

Both texts cite article 433.1 of the Code municipal du Québec, which allows a municipality to set by bylaw how its public notices are published. Once such a bylaw is in force, their preambles say, its method takes precedence over the one in articles 431 to 433.4 of the Code or any other general or special law, and the bylaw cannot be repealed. Its purpose, under article 2: to let the whole population consult the town's public notices at any time (en tout temps).

Bylaw 167-2025: notice of motion and draft at the regular sitting of May 5, 2025; adopted May 27, 2025; public notice of adoption and entry into force May 28, 2025.

Bylaw 167.1-2026: notice of motion and draft May 4, 2026; adopted and in force June 1, 2026.

What changed in 2026

The preamble of 167.1-2026 says the municipality was informed it could no longer post its notices at a designated location, and so must name a new one. The bylaw does not say which articles of 167-2025 it changes; it restates all six.

The 2025 article 4 required posting on two boards: the exterior board at Town Hall and the post office board at 26, rue Lambton. A second paragraph said that article 3 does not prevent the town from also publishing a notice in a newspaper, or in any other place or by any other means it considers appropriate in the circumstances. The 2026 article 4 keeps the website section and names a single board, the exterior board at Town Hall (5, rue Gale). It does not repeat the second paragraph.

Articles 1, 2, 3, 5 and 6 have the same wording in both texts, apart from capitals and punctuation. Under article 5, calls for public tenders for contracts under articles 935 and following of the Code follow the government-approved publication method, notwithstanding article 4.

What this means for residents

This bylaw sets no dates or deadlines. It applies to notices that other laws and bylaws require the town to publish (art. 3). Since June 1, 2026, the places it names are the public notice section of the municipal website and the exterior board at Town Hall, 5, rue Gale (art. 4). Article 4 does not say on what day a notice must be posted in each place, or for how long it stays posted.
