Ormstown's speed limits, road by road: 30 km/h near the schools, 40 on residential streets, up to 80 on the rangs and chemins

Bylaw 12-2025, in force since September 1, 2025, sets a speed limit for each road it lists and makes three streets one-way. Only the Sûreté du Québec enforces it, and the bylaw prints no fine amounts: those come from the Highway Safety Code.

Key takeaway

Why this bylaw exists

The preamble cites two powers. Since June 16, 2017, under the Loi visant principalement à reconnaître que les municipalités sont des gouvernements de proximité et à augmenter à ce titre leur autonomie et leurs pouvoirs (2017, chapter 13), municipalities can change speed limits on their road network without the approval of Québec's transport ministry (MTQ). And article 626 (4) of the Highway Safety Code (Code de la sécurité routière) lets a municipality set the minimum or maximum speed of road vehicles on its territory.

Notice of motion was given at the regular sitting of June 2, 2025, and the draft bylaw was tabled the same day. It was adopted June 10, 2025, the public notice of adoption is dated June 11, 2025, and it took effect September 1, 2025 (art. 9). It was adopted unanimously by the members present.

It repeals and replaces bylaws 12-2021 and 12-2022 (art. 8), without saying which limits changed. The preamble and annexes A and B are part of the bylaw (art. 1).

The speed limits, road by road

Article 4 opens with a general rule: any speed or any action likely to endanger people's lives or safety, or property, is prohibited. It then sets the maximum speed for each road or stretch below.

On route 138A, paragraph 1 a) sets 30 km/h from number 1488 to number 1695, and paragraph 3 b) sets 50 km/h from route 138 to number 1695. No other paragraph of article 4, and no entry in Annex A, sets a limit for the excepted stretches of chemin Rivière aux Outardes and rang Tullochgorum.

The bylaw calls chemin de la Rivière Châteauguay a shared road and cycling route (voie partagée et véloroute) along its whole length, and says anyone exceeding its 70 km/h limit is automatically in offence and may be issued a statement of offence (constat d'infraction) by the competent authority (art. 4).

One-way streets

Article 5 requires every driver to follow one-way traffic at the places listed in Annex B:

Signs and shared streets

The public works department installs the signs. For any change that lowers a speed limit, a 30-day waiting period (délai de carence) applies, and the municipality may post a notice announcing the change at the roadside (art. 6).

The municipality may also designate a shared street or bicycle street (rue partagée or vélorue) on all or part of a public road it manages, mark it out and, where needed, set additional rules (art. 6). The bylaw does not say how such a designation is made or published.

Penalties

What this means for residents

The limit depends on the exact street and, on several roads, on the house number or the distance from an intersection (art. 4). Near the three schools and on rues Bridge, Roy, Victoria and Barrington it is 30 km/h, and the bylaw does not tie that to school hours, days or seasons. On the Annex A streets it is 40 km/h. The Sûreté du Québec applies the bylaw, and the fines are those of the Highway Safety Code (art. 3, 7).
