Council approved three negotiated acquisitions on Cullen and Oliver — two servitudes and one strip of land — so the water network in that sector stops dead-ending.

At the 8 September sitting, council opened a staffing process for a full-time director of the fire safety service and hired a consultant to rebuild the municipal civil-security plan in four phases.

Council also agreed to more than triple its municipal line of credit on the only divided vote of the night, and promised, mid-meeting, to check whether a $200 estate-transfer charge billed to a recently widowed resident is applied fairly.

Council has adopted a corrected version of its policy on recognizing community organizations — four months after adopting the first one — and the correction caps how much weekly room time any single group can claim.

A $2,025,000 bond issue, a study of four intersections on routes 138 and 201, and four items added at the opening that are not on the published agenda. An item listed as a PPCMOI for 30 rue Lambton was adopted as a PIIA sign approval.

What by-laws 172-2026 and 173-2026 pay for, over what term and who repays them. By-law 173-2026 borrows $4,800,000 over 40 years for Prince-Albert, Cullen and Oliver. For 172-2026, no published municipal document states the amount.

PPCMOI 2026-041 carried on August 3, with the councillor for seat 4 voting against — the only dissent of the sitting. The mayor said a referendum required a demand from zone R-7. Neither the municipality’s July 8 notice nor the ministry’s guide to the LAU states that condition.

The full agenda reproduced as published, with links to every public document. Item 9.3 returns PPCMOI 2026-041, the 24-unit Church Street project, to council after a referendum demand signed by thirty-five residents was refused in July.

A recorded 7–0 vote authorized the Bell Mobilité tower lease. Council also authorized a road-works tender under the $3.7M MTQ subsidy, named a new deputy mayor, awarded winter and laboratory contracts, and moved two PPCMOI housing files to the register stage.

A dense agenda: 2025 financial statements received, a 24-unit residential development requiring public consultation, two bylaws adopted, five planning applications, and a $4.8M infrastructure borrowing notice of motion.

A full bylaw package adopted after five months of work, four new advisory committees struck, 24 new homes approved on rue Isabelle, and a resident presses council on staff turnover.
