What by-laws 172-2026 and 173-2026 pay for, over what term and who repays them. By-law 173-2026 borrows $4,800,000 over 40 years for Prince-Albert, Cullen and Oliver. For 172-2026, no published municipal document states the amount.

Council approves the 24-unit Church Street project, over one councillor’s objection
PPCMOI 2026-041 carried on August 3, with the councillor for seat 4 voting against — the only dissent of the sitting. The mayor said a referendum required a demand from zone R-7. Neither the municipality’s July 8 notice nor the ministry’s guide to the LAU states that condition.

A recorded 7–0 vote authorized the Bell Mobilité tower lease. Council also authorized a road-works tender under the $3.7M MTQ subsidy, named a new deputy mayor, awarded winter and laboratory contracts, and moved two PPCMOI housing files to the register stage.
